Los días 26 y 27 de febrero se celebró el IX Congreso Nacional de Innovación y Servicios Públicos en la Fábrica Nacional de Moneda y Timbre de Madrid. Con el lema “Construimos las Administraciones del futuro” reunió a personas de numerosas administraciones y empresas privadas del sector tecnológico principalmente. Todo el mundo muy dispuesto a oír y a hablar sobre los avances de la Administración en la era digital, con la Innovación como melodía principal en todas las intervenciones.
No faltaron las alusiones metafóricas a la serie La Casa de Papel especialmente respecto a las dificultades que tenemos para liberarnos del papel y alcanzar por completo el paradigma digital. Por otro lado, también podríamos jugar con la metáfora del culebrón que iniciamos en 2017 con la Administración electrónica (Ley 11/2007) y que se acaba de alargar una temporada más con la prórroga de la entrada en vigor de la Ley 39/2015. Así, en la sesión inaugural, Fernando de Pablos dedicó parte de su intervención a justificar la necesidad de este retraso.
La causa principal podría sintetizarse en la diferencia de velocidades que llevamos las administraciones públicas, según los avatares que hayan surgido en nuestros culebrones particulares. Parece ser que las trabas tecnológicas se van superando, según el éxito del “matrimonio a ciegas” que todas hemos contraído con las empresas proveedoras. Sin embargo, se percibe que un nudo importante está en el factor humano. Se habla mucho aún de “gestión del cambio”, “cambio cultural”, “transformación cultural”, “transformación digital”, “cambiar la mirada”, y otras expresiones similares, todas con un denominador común: necesitamos más amor, como dice nuestro amigo Jordi Castanyer (Diputación de Gerona). Las personas, que hemos de convivir a partir de ahora en un entorno de trabajo digital, tenemos que amarnos y amar lo que hacemos, más que nunca si cabe.
Con este espíritu, la gente de Ágora Mollet fuimos el año pasado al CNIS para presentar nuestro proyecto de transformación cultural en un entorno digital. Lo acompañamos con dos vídeos alegóricos, Anatomía del Cambio e Innovación al Punto, y regalamos galletas con la forma del corazón multicolor que es nuestra mascota.
Este año, hemos crecido y hemos presentado nuestro Universo Ágora. Se trata de una conjunción de planetas, o células de innovación, que van a potenciar los diferentes ámbitos que intervienen en la construcción de nuestra administración del futuro. Begoña Ballvé y Valentín Gómez explicaron cómo nace una célula de innovación y cómo actúa.
Ágora, la primera célula, abrió la ruta en la transformación digital. Etiva está trabajando en la transformación orientada a la ética y los valores públicos. Domus acaba de nacer para construir la casa de los datos. Hermes llegará muy pronto para potenciar la comunicación. Le seguirán Fénix, para redimensionar los procedimientos y acercarnos a la ciudadanía; Genius para supervisar la perspectiva de género; Minerva, para explotar las minas de sabiduría y salvar la brecha de edad; y Atlas, para crear un entorno de aprendizaje continuo.
En el espacio Demo ofrecimos una dinámica lúdica para identificar la misión de cada célula y presentamos nuestro espacio web que ofrece una muestra de nuestra trayectoria y nuestros logros. Pasamos momentos inolvidables con muchas personas conocidas y otras que se acercaron a conocernos y a jugar con nosotros. Uno muy especial fue la entrega de una dona d’aigua Ágora (mujer de agua) a Reyes Borralla como premio del sorteo por participar en la exploración del Universo Ágora.
Valentín Gómez transitó por La Terminal de Buisi Tools junto a representantes de otros equipos viajeros, como la Diputación de Girona y el Ayuntamiento de Roses y explicó nuestra manera de viajar hacia la administración electrónica mediante células de innovación.
Como momento impactante de nuestra presencia y tras el éxito obtenido por nuestros vídeos anteriores, la audiencia del CNIS 2019 tuvo el privilegio de asistir al estreno de 50 Sombras de Ley, una parodia muy divertida sobre las sombras de la Administración que queremos dejar atrás para ofrecer unos servicios mejores cada día. Se trata de un vídeo elaborado por personal del Ayuntamiento de Mollet, en el que, por primera vez, han colaborado personas de otras administraciones: Víctor Almonacid, guionista principal y protagonista de algunas de las escenas más impactantes, junto a las intervenciones estelares de Gloria Hervás y Roberto Magro, y un cameo brillante de Magda Lorente.
Este fue nuestro paso por el CNIS2019. Nos vinimos con la angustia de no haber podido asistir en directo a todas las ponencias que nos habría gustado pero, gracias a la “magia” digital de YouTube, las podemos ver en diferido. Sin embargo, el contacto personal, los abrazos, “desvirtualizar” amistades de las redes y hacer amistades nuevas son experiencias maravillosas. Agradecemos a la organización la oportunidad de haber estado ahí.
